Child Action, Inc. (CAI) is a private, non-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.

We are seeking individuals who are highly organized, have the ability to multi-task, provide excellent customer service, have good problem solving skills and have the ability to understand the problems and issues facing families from a variety of ethnic and economic communities.

Position Purpose & Scope:

The Program Supervisor - Child Care Referral position is responsible for daily operations of an assigned unit, supervision of staff, review of work products and services, and handling client complaints. The Program Supervisor - Child Care Referral is responsible for knowing all guidelines, regulations and polices developed or set forth by the Board of Directors and the department Director.

Typical Duties:

Monitors the daily operations of assigned unit

  • Reviews staff work for completeness, accuracy, and compliance; checks files and approves actions
  • Recognizes error patterns and provides feedback
  • Trains and provides technical assistance to assigned staff
  • Applies knowledge of regulations effectively
  • Responds to questions and complaints from clients or other agencies
  • Works collaboratively with other supervisors/managers on issues

Supervises assigned staff

  • Provides ongoing training to assigned staff
  • Reviews and approves time off requests
  • Reassigns work during employee absence
  • Conducts annual performance evaluations
  • Ensures compliance with all agency safety practices, ergonomics and work rules
  • Knows policies in the Employee Handbook to address employee issues; works with management to resolve any issues
  • Conducts staff meetings, establishes agendas and training topics; assists with writing training materials
  • Interviews and selects staff
  • Attends supervisor meetings and training sessions
  • Meets with staff regularly to explain and implement new policies or changes

Participate as a contributing member of Child Action, Inc. (CAI) team

  • Integrate strengths-based strategies into services provided to parents and child care providers
  • Works collaboratively with other supervisors to support goals and projects of the agency
  • Participates in assessment, planning and development of program services
  • Documents and tracks participant activity for program reports and services planning
  • Works with other CAI unit to resolve problems, analyze, review and approve files, follow up on discrepancies, locate files, and email communication daily to units
  • May open and close the office to comply with safety and security guidelines
  • May serve on committees or be assigned to special projects
  • Prepares and maintains records and reports for assigned area
  • Performs other duties as assigned

Other duties may vary depending on assignment.

Duties when assigned to the Child Care Referral Unit (Community Services):

  • Develops and oversees the grant-based, annual service plan
  • Develops and submits proposals to meet budgetary needs
  • Prepares reports and documentation for funders
  • Coordinates and evaluates program services
  • Manages and oversees processing of complaints on child care services
  • Develops curriculum kits and other incentives to help improve the quality of license-exempt Family, Friend, and Neighbor care
  • Oversees the dissemination of child care information to the public
  • Presents CAI services at public meetings, and participates in county planning discussions to develop child care services.
  • Presents to the community and answers community questions to clarify CAI programs, services, and local and state child care infrastructure.
  • Provides resources and statistical reports to government agencies

Education & Experience:

  • Bachelor’s degree in a field that develops skills related to typical duties; four years of additional professional experience may substitute for the required education; and
  • Four (4) years of experience at the journey-level that included responsibility for professional-level activities such as program oversight, development, administration and/or work contributing to the development of operational procedures or plans, of which at least one (1) year should have been in a lead capacity.

  • Advanced  proficiency with Microsoft Office; strong working knowledge of database management
  • Advanced analytical, math, and computer skills
  • Advanced verbal and written communication skills and customer service orientation
  • Advanced editing skills, which include proper English usage, grammar, punctuation, vocabulary, and spelling
  • Advanced organizational and time management skills
  • Knowledge of funding terms, conditions, sources and regulations
  • Ability to work independently, use experience and judgment to plan and accomplish goals
  • Ability to maintain confidentiality
  • Ability to work effectively and collaboratively with others
  • Ability to comply with and train staff on agency safety and ergonomics policies and practices
  • Ability to work overtime and weekend hours as required
  • Ability to understand the problems and issues facing families from a variety of ethnic and economic communities and provide information and services in a respectful and empathetic manner
  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form and deal with problems involving a few concrete variables in standardized situations
  • Ability to speak effectively to present information and respond to questions from groups of managers, clients, and employees of CAI
  • Ability to obtain a security clearance to access county computer system

Physical Factors:

  • Works in an office setting. Work is primarily sedentary; but may also work outdoors at field sites on an incidental basis and requires light physical effort; may require greater physical effort on an incidental basis or depending on assignment.  
  • Possess visual capability and digital dexterity to operate a computer and other standard office equipment
  • Make fine visual distinctions upon proofreading written documents and viewing information on a computer screen
  • May be subject to various job demands such as high volume of work and tight deadlines
  • This position requires travel.  Staff applying for or holding positions will be required to successfully meet Child Action, Inc.’s motor vehicle requirements.

FLSA Status: Non-Exempt

Salary: $26.71/per hour

Closing Date: Open Until Filled

Hours: Must be able to work full-time, 40.0 hours per week (8.0 hours a day), Monday through Friday. All employees must be able to work additional overtime and weekend hours as required.
